Executive Summary

The Mayor has requested that the proposed resolution regarding supporting housing opportunities for transition age foster youth be placed on the agenda, as it articulates support for collaborative partnerships to assist and identify opportunities for transition age foster youths having more housing options across the city upon emancipation.

Discussion

As the Council is aware, ten percent of the total housing stock in the City is deed-restricted affordable housing. The City Council is being requested to consider facilitating the identification of opportunities for transitional housing for foster youths in the San Marcos community. Housing insecurity and instability impacts individuals and our communities in countless ways, including physical and mental health, educational outcomes, access to jobs and economic opportunity, and damaging the environment.

Environmental Review

The proposed action is not a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).

Fiscal Impact

There is no fiscal impact associated with this resolution of support.
