Executive Summary
Periodic updates to citywide Classification and Compensation Schedules are necessary for the City of San Marcos to remain competitive in the employment market. After the completion of a Best Value Analysis in the Building Division, the Development Services Department is shifting from an outsourced building inspection model to an in-house model, to achieve both cost savings and an increase in customer experience. In shifting to this model, several changes to the Building Inspector, Plan Examiner and Permit Technician job families were created to attract and retain employees, resulting in the creation of new classifications to be added to the Classification and Compensation Schedule.

Classification and Compensation schedules are publicly available schedules that set the compensation ranges for each classification. These impacted positions belong to the San Marcos Classified Miscellaneous Employee's Association bargaining unit, and the Human Resources team has successfully negotiated job description updates and pay grade placement with the Association Board.
