Executive Summary
The City of San Marcos is an entitlement jurisdiction that receives an annual allocation of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to benefit low- and moderate-income residents. Each year, HUD requires entitlement jurisdictions to submit a Consolidated Annual Performance and Evaluation Report (CAPER) summarizing progress toward the goals identified in the Consolidated Plan and Annual Action Plan. The CAPER is due to HUD ninety days after the close of the program year. In accordance with the City's Citizen Participation Plan, the draft CAPER was published on the City's website with news alerts, made available in the City Clerk's Office, and distributed to a list of over 80 community stakeholders. The public comment period was open for 15 days, from September 9 through September 23, 2025. Any comments received during this period will be incorporated into the final CAPER prior to submission to HUD. Approval and submittal of the PY 2024-2025 CAPER ensures the City remains eligible to receive CDBG funds that support public services, community facilities, and fair housing activities for low- and moderate-income residents.
