Executive Summary
The City wishes to enter into a five-year contract North Star Consulting, Inc. to provide organizational development services on an as-needed basis across multiple departments.
Consistent with the City's purchasing authority under San Marcos Municipal Code (SMMC) Chapter 2.30, this resolution authorizes the City Manager or delegated designee to execute documents related to the contract, subject to approved budget appropriations.
Discussion
To support the delivery of high-quality public services, the City of San Marcos uses professional organizational development consultants on an as needed basis. Between March 20, 2026 and May 20, 2026, the City conducted a Best Value procurement process for these services, which are designed to support a culture of high performance, employee training and development, effective administrative leadership and team performance.
Pursuant to SMMC Chapter 2.30, Section 2.30.030, contracts exceeding the City Manager's Delegated authority require a report to City Council.
