Executive Summary
The Sycamore Drive Street Improvements Project (Project) will rehabilitate the pavement along Sycamore Drive between Deer Springs Rd. and Mulberry Dr., add a new paved parking area adjacent to Walnut Grove Park, and install a vegetated swale and tree wells for water quality purposes.
Discussion
The Project is part of the City’s Capital Improvement Program and will remove and replace deteriorated pavement along Sycamore Dr. between Deer Springs Rd. and Mulberry Dr. The Project will also convert the existing gravel parking area along Sycamore Dr. adjacent to Walnut Grove Park to a paved asphalt concrete area. Other improvements will also include a vegetated swale and tree wells to serve water quality purposes.
Staff recommends the City Council approve the construction documents, and that it delegate to and authorize the City Manager to award the construction contract to the lowest responsive and responsible bidder, finalize, and execute the construction contract to expedite construction activities. Construction documents are on file with Development Services.
Environmental Review
The Project is exempt from California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301, Existing Facilities Class 1(c). This includes the proposed project scope to do minor alterations to existing public facilities including streets, sidewalks, gutters, bicycle lanes, and similar facilities involving negligible or no expansion.
Fiscal Impact
The Project (CIP# ST013) is budgeted and approved in the Fiscal Year 2024-2025 Capital Improvement Program Budget and is funded with Gas Tax funds. The estimated construction cost of the Project is anticipated to be $599,000, which is within the allotted budget.
