Executive Summary
The Public Works Department maintains 45 playground sites within our public parks. Due to increased service needs, the Department requires a contract with a capacity beyond what is currently in place. Staff is recommending award of a new 5-year agreement with Turboscape, Inc. for the as needed delivery and installation of playground engineered wood fiber throughout the city. Approval of this resolution will award a multi-year contract for ongoing as-needed playground engineered wood fiber installation services for city parks in an amount not to exceed $500,000 for the term of the contract to Turboscape, Inc.
Discussion
The Public Works Department desires to contract with qualified vendor to provide ongoing, as needed engineered wood fiber delivery and installation services throughout city parks. In February 2023, the Department executed an agreement with Turboscape, Inc for a 3-year term. Due to increased service needs, the Department requires a contract with greater capacity and as such, on February 14, 2025 RFP 25-04 was posted to PlanetBids soliciting bids for a new 5 year service agreement. On March 5, 2025, one bid was received. After staff review it was determined the sole bid received was non-responsive. In accordance with Section 2.30.050(c)(3) of the San Marcos Municipal Code, staff requested informal bid proposals as a result of the unsucccesful formal bidding and seeks City Council’s approval to award a new 5-year contract to Turboscape, Inc.
The cost will continue to be shared between the General Fund (100), the Lighting & Landscape Maintenance District Fund (202) and the CFD 98-02 Lighting and Landscaping Fund (205).
Staff recommends that City Council approve the award of a multi-year contract for citywide playground engineered wood fiber delivery and installation services, in an amount not to exceed $500,000 and authorize the City Manager to negotiate, finalize and execute the contract and related documents with Turboscape, Inc.
Environmental Review
The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines, and is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).
Fiscal Impact
Funding to support this agreement was requested in the FY25 General Fund (103035), Lighting and Landscape Maintenance District Fund (202) and the CFD 98-02 Lighting and Landscaping Fund (205).
The contract award does not commit the City to any future expenditure.
