Executive Summary
The Mission Villas project is a 67-unit multifamily market-rate condominium project on a single 3.7-acre lot. It is located at 260 East Mission Road, at the northeast corner of Woodward Street and East Mission Road (Attachment A- Aerial Map). The site is located within the Heart of the City and Richmar Specific Plan areas.
Discussion
The project applicant is requesting approval of a General Plan Amendment, Specific Plan Amendments, Tentative Subdivision Map, Multifamily Site Development Plan, Conditional Use Permit, Grading Variance and preparation of an Environmental Impact Report to develop the project site.
On January 14, 2020, the City Council approved the entitlements for the project, including a Specific Plan Amendment, Tentative Subdivision Map, Multifamily Site Development Plan, Conditional Use Permit, General Plan Amendment, Grading Variance, and Environmental Impact Report (SP’s 18-0003 and 18-0005, TSM 18-0003, MSFDP 18-0003, CUP 18-0007, GPA 18-0004, GV18-0002, and EIR 19-001).
After review of the submitted final map and the project conditions, City staff have determined that the final condominium map is complete and in conformance with the Subdivision Map Act, the City of San Marcos Subdivision Ordinance, and the conditions of approval for the associated entitlements listed above.
Environmental Review
The proposed approval of the Final Condominium Map for TSM 18-0003 has been reviewed for compliance with the California Environmental Quality Act and has been found to be in conformance with an existing certified environmental document. On January 14, 2020, the City Council approved and certified Environmental Impact Report EIR 19-001. The Notice of Determination was filed with the State of California Office of Planning and Research as SCH 2019011064.
Fiscal Impact
There are no direct fiscal impacts associated with the adoption of this resolution. However, the ultimate development of 67 multi-family residential units will improve the City’s property tax/sales tax base.
Annexation into the following Community Facility Districts (CFD) ensures the project pays its share toward affected citywide services:
CFD 98-01 Improvement Area 1 (Police Only); San Marcos Fire Protection District CFD 2001-01 (Fire); CFD 98-02 (Lighting, Landscaping, Open Space and Preserve Maintenance); and CFD 2011-01 (Congestion Management).
