Body
Executive Summary
Staff recommends approval of the updated Full-Time and Part-Time Classification and Compensation Schedules for Fiscal Year 2026-2027. The proposed updates include negotiated compensation adjustments, classification additions and removals.
Most of the changes to the classification and compensation schedules are administrative in nature and are intended to ensure the City's classification schedules accurately reflect current staffing and organizational needs.
Staff also recommends the approval of salary adjustments for the Mayor and City Council Members. The San Marcos Municipal Code authorizes salary adjustments based on changes in the Consumer Price Index (CPI), up to a maximum of five percent per year. The proposed resolution brings forward the CPI-based adjustment for Fiscal Year 2026-2027 in accordance with Ordinance No. 2009-1313, codified at San Marcos Municipal Code section 2.08.030.
Discussion
The recommended adjustments to the Classification and Compensation Schedules support the City's ability to attract and retain qualified employees, maintain internal equity, and remain competitive within the regional labor market. Consistent with adopted labor agreements, these changes help ensure the city remains well-positioned to recruit, retain, and develop a qualified workforce capable of meeting the community's service needs.
Full-Time Employee Classification and Compensation
The proposed compensation adjustments for full-time employees reflect a 5% increase as provided for in the City's approved labor agreements. Implementation of the negotiated increase supports the City's contractual obligations while ensuring the city remains competitive in recruiting and retaining a highly qualified workforce.
Additionally, staff recommends reestablishing the IT Analyst classification within the Full-Time Classification and Compensation Schedule to support current and future operational needs and provide flexibility in addressing technology-related staffing requirements.
Part-Time Employee Classification and Compensation
Staff recommends adjusting compensation for select part-time classifications to align with the compensation structure of comparable full-time positions. Aligning part-time salary ranges with comparable full-time positions promotes internal equity and recognizes the value of work performed by part-time employees who often perform duties and responsibilities similar to those of their full-time counterparts.
The proposed adjustments will improve the City's ability to attract qualified candidates for part-time positions, enhance operational flexibility, and support consistent compensation practices across the organization.
Staff is also recommending several administrative updates to the Part-Time Classification and Compensation Schedule. These updates include:
• Applying a "PT" prefix to part-time classifications that have corresponding full-time classifications to improve consistency and clarity.
• Adding the classifications of PT Assistant Engineer, Customer Service Specialist, and Nutrition Coordinator to the schedule to accurately reflect currently authorized part-time positions.
• Removing inactive and unused classifications that are no longer needed to maintain an accurate and efficient classification structure. The inactive classifications proposed for removal have not been utilized and are no longer needed for operational purposes.
Mayor and City Council Compensation
San Marcos Municipal Code Section 2.08.030 and Ordinance No. 2009-1315 provide that compensation for the Mayor and City Council Members shall be adjusted based on the prior year’s increase in the San Diego Consumer Price Index (CPI), not to exceed five percent per annum.
The proposed resolution applies a 3.2% salary adjustment for Fiscal Year 2026-2027, based on the reported year-over-year CPI increase for March 2026. This adjustment is consistent with the methodology outlined in the Municipal Code and reflects changes in the cost of living.
This action pertains solely to salary adjustments and does not modify any other benefits provided to the Mayor or City Council Members.

Fiscal Impact
The proposed update to the City's Classification and Compensation Schedules will result in a fiscal impact associated with the implementation of a 5% increase for eligible full-time employees in accordance with approved labor agreements, as well as compensation adjustments for select part-time classifications to align with comparable full-time positions. Funding for these adjustments is included in the Fiscal Year 2026-2027 adopted budget.
The additional classifications on the Part-Time Classification and Compensation Schedule and the removal of inactive classifications are administrative actions and do not, by themselves, create additional staffing authorizations or fiscal impacts beyond those already incorporated into the Fiscal Year 2026-2027 budget.
Approval of the Mayor and Council Member salary adjustment results in a 3.2% increase to salaries for 2026-2027. Funding for this adjustment is included in the Fiscal Year 2026-2027 adopted budget.
