Executive Summary
Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB 1), dedicates Road Maintenance and Rehabilitation Account (RMRA) funds to cities and counties for basic road maintenance, rehabilitation, and critical safety projects on local streets and roads systems. In order to be eligible to receive an apportionment of RMRA funds, the City must submit an annual list of proposed projects through an adopted resolution to the California Transportation Commission (CTC). Staff is requesting City Council adopt a resolution approving the proposed project list for submission to the CTC for apportionment of RMRA funds.
Discussion
In April 2017, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, was signed into law. SB 1 dedicates Road Maintenance and Rehabilitation Account (RMRA) funds to cities and counties for basic road maintenance, rehabilitation, and critical safety projects on local streets and roads systems.
To be eligible to receive an apportionment of this funding, cities and counties are required to submit to the CTC by July 1 each year a list of proposed projects with expenditure reports detailing the description, location, expenditures, and estimates of the useful life of improvements constructed with program funding. The CTC completes an annual review of project lists and reports for completeness and provides to the Controller a statewide list of cities and counties eligible to receive RMRA funds.
The following projects, further detailed in the attached resolution, are recommended to be included in the fiscal year (FY) 2026-2027 SB 1 project list:
- Roadway Rehabilitation Program Group 2, CIP ST023
- Olive Street Bridge, CIP ST012
Therefore, staff is requesting City Council adopt a resolution approving the proposed FY 20206-2027 project list for submission to the CTC for apportionment of RMRA funds.
Environmental Review
This action does not itself constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387) and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3). Environmental review will be conducted prior to approval of any construction activity.
Fiscal Impact
Approval of this action will allow the list of proposed projects to be submitted to the CTC by July 1, 2026, deadline to be eligible to receive the FY 2026-27 estimated apportionment of $2.7M in RMRA funds. All RMRA funded projects noted in the eligible list of projects are budgeted in the proposed FY 2026-27 Capital Improvement Project Budget.
