Introduction
Councilmembers have the opportunity to appoint individuals to outside agencies where the City has representation. Every year, the League of California Cities (Cal Cities) convenes a member-driven General Assembly to vote on policy resolutions that impact local control. The General Assembly, held this year in Anaheim on Sept. 25, is a meeting of all voting delegates - one from every member city. This appointment is for the 2026 Cal Cities Annual Meeting.
Discussion
The City is a voting member of the Cal Cities General Assembly. To ensure continuity and city representation on these outside agencies, staff recommend that the City Council make the appointments for a Voting Delegate and an Alternate.
During the Cal Cities General Assembly, voting delegates are asked to vote on policies and resolutions that impact local control. A voting delegate is a council-appointed city official - elected or appointed - who represents their city at the General Assembly.
Per Cal Cities’ bylaws, every member city may designate a delegate and up to two alternates, by approval of the city council.
Two members of the city council are registered and scheduled to attend the Annual Conference, Councilmember Danielle LeBlang, and Councilmember Maria Nunez.
Staff recommend that as the council’s Cal Cities representative, Councilmember LeBlang be appointed as the voting delegate, with Councilmember Nunez to serve as the alternate, or City Council Designee.
Environmental Review
The proposed action does not constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).
Fiscal Impact
There is no fiscal impact to the City associated with the City Council appointments.
