Executive Summary

The 2026 Neighborhood Reinvestment Program provides grant funds to non-profit organizations and public agencies for one-time community, social, environmental, education, cultural or recreational needs. The San Marcos Fire Department was awarded $70,810 in grant funds to procure deployable shelters, lighting systems and climate control to support the multi-agency Regional Task Force (RTF) which include Carlsbad, Camp Pendleton, CAL FIRE, Oceanside, and Escondido during catastrophic incidents throughout the state.

 

Discussion

The County of San Diego Neighborhood Reinvestment Program Grant awarded the San Marcos Fire Department $70,810 for 2026. Awarded grant funds will be utilized to procure three (3) deployable shelters, lighting systems, and a climate control unit for the RTF team. The RTF is a multi-agency team consisting of personnel from the San Marcos Fire Department, Carlsbad Fire Department, CAL FIRE, Escondido Fire Department, Oceanside Fire Department, and Camp Pendleton Fire Department.

 

The equipment will enhance the RTF’s ability to support emergency response operations throughout the State of California. Two (2) larger deployable shelters will provide sleeping accommodation for more than 30 personnel, while the third shelter will serve as a mobile administrative workspace for incident management and support functions. This investment will improve operational readiness and personnel welfare during extended emergency deployments by providing safe shelter, climate-controlled workspace, and sleeping accommodations in locations where lodging may be unavailable or inaccessible. The equipment will also increase the RTF’s capacity to effectively support disaster response and recovery efforts while maintaining the health, safety, and effectiveness of deployed personnel.

 

The San Marcos Fire Department is requesting the City Council adopt a resolution authorizing a budget amendment to the fiscal year 2026-27 operating budget for the 2026 County of San Diego Neighborhood Reinvestment Program Grant in the amount of $70,810.

Fiscal Impact 

Approval of the action will result in an increase to FY 26-27 General Fund (Fund 100) expenditure budget and revenue budget of $70,810. Therefore, the associated action would result in no direct cost to the City.
