Executive Summary
The goal of the San Marcos Boulevard Slope Stabilization project (CIP No. ST006) (Project) is to stabilize the existing slope immediately adjacent to San Marcos Boulevard. The Project will ensure the road remains stable and safe. City staff has publicly solicited and reviewed the bids for the Project and seeks City Council approval to award the construction contract to the lowest and most responsive bidder, Wright Construction Engineering Corporation.
Discussion
The Project is located immediately south of and adjacent to the San Marcos Boulevard just east of Acacia Drive. The Project will, through the installation of shear pins, stabilize and protect against movement the slope supporting San Marcos Boulevard.
On February 20, 2020, staff publicly solicited bids for the Project. A total of seven bids were received for the Project and were publicly opened on April 16, 2020.

The bids were reviewed and evaluated, and Wright Construction Engineering Corporation was determined to be the lowest responsive bidder. Staff is seeking Council approval to award the construction contract to Wright Construction Engineering Corporation in the amount of $716,859.
Environmental Review
The project is exempt from CEQA as it involves minor improvements to support the existing roadway without increasing capacity.
Fiscal Impact
CIP No. ST006 is budgeted in the approved Fiscal Year 2019-2020 CIP Budget and is funded with Road Maintenance and Rehabilitation Account Funds (219).
There are sufficient available funds to cover the cost of this contract.
