Executive Summary

The Public Works Department maintains the playground inventory throughout City parks requiring routine maintenance, repairs and replacement throughout the life cycle of the equipment.  Approval of this resolution will award a contract for the replacement of the playground equipment and related services at Mulberry Park to Landscape Structures, Inc., in an amount not to exceed $349,000.00.

 

Discussion

The Public Works Department maintains 47 public playgrounds throughout the City. Staff has assessed the life cycles and condition of each playground system and identified a replacement program plan to address those in the most need. Mulberry Park playground has been identified a high priority replacement.

 

In accordance with Section 2.30.110 of the San Marcos Municipal Code (Cooperative Purchasing, Piggyback Procurement), staff recommends that the City enter into a contract with Landscape Structures, Inc. The company was awarded an Agreement on February 15, 2021, as a result of a competitive solicitation (RFP #010521) advertised on November 10, 2020 by Sourcewell. This solicitation included cooperative purchasing provisions making the resultant contract available to other public agencies nationwide through Sourcewell cooperative purchasing program.  This pricing is still available.

 

Staff recommends that the City Council approve the award of a contract for the purchase, delivery, and installation of playground equipment and related services at Mulberry Park, in an amount not to exceed $349,000, and that it authorize the City Manager to negotiate, finalize, and execute the contract and related documents with Landscape Structures, Inc.

 

Environmental Review

The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines, and is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).

 

Fiscal Impact 

Funding to support this agreement was approved in the FY26 Infrastructure Replacement / Rehabilitation Fund (604).

 

The contract award does not commit the City to any future expenditure.
