Executive Summary

TSM15-002 was approved by the City Council on February 14, 2017 by resolution 2017-8308.  The final map subdivides one parcel totaling 6.8 acres located at the southwest corner of San Marcos Boulevard and Twin Oaks Valley Road.  The subdivision creates two lots which includes a 118 attached condominiums on Lot 1.

 

Discussion

After review of the submitted final map and review of the project conditions, City staff determined that the final map is complete and in conformance with the Subdivision Map Act, the City of San Marcos Subdivision Ordinance and the conditions of approval for TSM15-002.

 

Public improvements necessary to support the project were constructed with the 1st phase of the Corner @ 2 Oaks project.  The City is abandoning easements for slope, access, and/or drainage adjacent to Twin Oaks Valley Road and the creeks, as these areas will be maintained by the homeowners association.  The City is accepting a municipal access easement to provide vehicular access to the creek immediately south of the property.

 

Environmental Review

The City Council adopted a Mitigated Negative Declaration (ND15-005) on February 14, 2017.

 

Fiscal Impact 

No immediate fiscal impacts exist. The development of the condominiums will improve the City’s property tax base which will increase the general fund revenue. The property is within the City’s Community Facility Districts (CFD) for the purposes of financing City services.
