Introduction
SANDAG, as the Metropolitan Planning Organization and the Regional Transportation Planning Agency, is required by state and federal laws to develop and adopt a Regional Transportation Improvement Program (RTIP). The RTIP is a multi-billion dollar, multi-year program of proposed projects for major transportation projects in the San Diego Region. Transportation projects funded with federal, state, and TransNet, the San Diego transportation sales tax program, must be included in an approved RTIP. The RTIP covers five fiscal years and incrementally implements San Diego Forward: The Regional Plan, the long-range transportation plan for the San Diego region. The current Regional Plan was approved by the SANDAG Board of Directors at its meeting on October 9, 2015.
On September 23, 2016, the SANDAG Board of Directors will be asked to adopt the final 2016 RTIP. SANDAG anticipates a federal approval of the 2016 RTIP to occur in December 2016.
Discussion
SANDAG initiates the biennial update to the RTIP and requested local agencies submit their TransNet Local Street Improvement Program of Projects and any transportation projects that are capacity increasing to be included in the 2016 RTIP. The 2016 RTIP covers fiscal years 2017 through 2021 and is scheduled for adoption by the SANDAG Board of Directors on September 23, 2016. Signed resolutions from local agencies adopting their TransNet Local Street Improvement Program of Projects are due to SANDAG by June 24th, 2016.
Staff recommends programming the attached list of projects into the 2016 RTIP (see Attachment B). The projects listed are necessary to be carried over into the 2016 RTIP as they are either regionally significant, capacity increasing projects or are projects that are being recommended for TransNet revenues. All projects programmed with TransNet funds meet all the requirements of the TransNet Extension Ordinance and accommodate travel for pedestrians and bicyclists.
Fiscal Impact
The projects are consistent with the City’s FY 2016/17 Capital Improvement Program (CIP) budget, however does not commit the City to any fiscal expenditures. Projects programmed can be revised with future RTIP amendments that occur on a quarterly basis.
