Executive Summary

Resolution 2002-5865 requires all work on San Marcos Boulevard, from the westerly City limits to Knoll Road, be completed at night or on the weekends.  Waiver of this requirement requires approval from City Council and will allow the Contractor for the backplate replacement project to conduct work during the daytime.

 

Discussion

In 2002, the City Council adopted Resolution 2002-5865, which requires work on San Marcos Boulevard to be completed during nighttime or off-peak hours when the work requires a lane closure.  In anticipation of construction, staff requests a temporary waiver of the requirements through the duration of Project construction at the discretion of the City Engineer.  Allowing work on, and directly adjacent to San Marcos Boulevard to be performed during peak hours despite the closure of a lane, will help maintain the Project schedule and reduce what would have otherwise been longer durations of construction on San Marcos Boulevard.  Staff has evaluated the work proposed which will be limited to work on signals and will not result in prolonged closures. It is not the intention to allow work that involves the closure of lane during peak hours when school is in session.

 

Staff recommends that the City Council approve a temporary waiver of the requirements of Resolution 2002-5865 to allow work to occur along San Marcos Boulevard at hours approved by the City Engineer for the Project as described above.

 

Environmental Review

The action of waiving the nighttime work hour restriction is not subject to CEQA environmental review.  The Project itself is exempt from CEQA pursuant to Section 15301 Class 1 (c) of the CEQA guidelines as is it involves minor improvements and maintenance to an existing roadway without increasing the capacity of the facilities. 

 

Fiscal Impact 

No Fiscal Impact.  The Project (CIP# TR008) is budgeted in the Fiscal Year 2025-2026 Capital Improvement Projects Budget and funded with State HSIP allocations.
