Executive Summary
The City of San Marcos (City) entered into a contract with the San Diego Humane Society (SDHS) for animal control and shelter services in July 2019. The current contract has five one-year extension options before expiring on June 30, 2029. SDHS has agreed to continue to provide animal control and shelter services to the City under the current contract through that extension period.

Discussion

The San Diego Humane Society is the dominant animal control and shelter services provider in the County of San Digo. Undeer the current contract extension period, the City and SDHS will continue their partnership to offer Humane Law Enforcement, Dog Licensing, and Services Fees without disruption.

Per the agreement, costs may increase each fiscal year based on operational and service need costs. However, The City and SDHS will mutually agree upon cost increases by March 31 preceding the next upcoming term year. SDHS’ rates may adjust annually in accordance with the San Diego region Consumer Price Index (“CPI”) or 3% whichever is less. Increases expected to exceed the Consumer Price Index (“CPI”) by more than 3%, must be communicated to the City by January 31 and be approved by City staff for the upcoming term year.

Environmental Review

The proposed action does not constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).

Fiscal Impact

The first one-year extension contract cost of $626,916.00 will be appropriated in the FY2024-25 General Fund Administration budget.
