Executive Summary
The State of California requires cities to designate by resolution employees who have authority to apply for financial assistance in the event of a disaster. Additionally, the State of California requires that cities update the State Office of Emergency Services (OES) Form 130 as needed designating specific individuals in those positions. It is recommended that the City Council adopt a resolution designating the Deputy City Managers, the Finance Director, and the Fiscal Services & Budget Manager as City agents who are authorized to apply for disaster financial assistance with the California Office of Emergency Services.
Discussion
Under the Natural Disaster Assistance Act and Similar Statutes, cities are required to designate certain City positions as authorized agents to apply for Federal and State financial assistance. The attached resolution authorizes the Deputy City Managers, the Finance Director, and the Fiscal Services & Budget Manager as authorized agents to apply for financial assistance on behalf of the City in the event of a disaster.
In addition to a City resolution, OES requires CalOES Form 130 which designates specific individuals as authorized agents to apply for disaster assistance. CalOES Form 130 must be filed, at a minimum, every three years or whenever there is a change in personnel.
A City resolution and the filing of CalOES Form 130 are required in order to be eligible for obtaining State financial assistance under the Natural Disaster Assistance Act and Federal financial assistance under Public Law 93-288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988.
Fiscal Impact
The adoption of the attached resolution has no fiscal impact to the City, but may facilitate the receipt of disaster financial assistance.
