Executive Summary
Staff requests that the City Council consider the adoption of a resolution geared toward preserving business continuity within the GIS division. Ongoing GIS support has been outsourced since 2020 following the departure of the City's previous GIS staff member in 2019. Quartic Solutions provides technical GIS services supplementing internal staff on highly technical applications and system architecture, staff is recommending authorization of a sole source contract with Quartic Solutions.
Discussion
In 2019 after the departure of the sole GIS staff member, the City considered how best to proceed as efficiently with affected business operations. The City then issued a contract to Quartic Solutions to provide GIS support to the City, approved by the Council pursuant Resolution 2022-8999. This support includes the complete management of internal GIS systems such as helpdesk requests, updates to City GIS data, management of City maps, working in coordination with emergency services, and a variety of other GIS-related items.
In 2021 the City hired internal staff to provide services related to GIS and to provide support to data services and coordination on day-to-day operations. GIS consulting services were moved into support on highly technical and system architecture support as well as providing support to helpdesk requests.
The viability of hiring additional internal staff to support the GIS division has been reviewed. Results of that analysis showed that hiring the specific technical personnel needed would require multiple personnel with highly specialized skill sets. Efficiency is gained by using a GIS Professional Services contract by providing internal staff with access to a pool of talent that can be used on a variety of differing solutions.
In conformance with the purchasing ordinance and to meet the needs identified by staff which would allow business continuity of GIS services, City staff recommends retaining Quartic Solutions. Staff recommends amending the sole source contract with Quartic Solutions for the full term of the contract until April 30, 2025, with a not-to-exceed amount of $480,000.

Fiscal Impact
Approval of the resolution would have no impact on the amount budgeted in the approved Fiscal Year 2023-24 Annual Operations & Capital Improvement Budget for the GIS Professional Services consulting contract. The General Fund budget request for Fiscal Year 2024-25 will reflect the $480,000 not-to-exceed annual amount of this contract and is subject to City Council approval.
