Introduction
Pursuant to the City of San Marcos Compensation and Reimbursement Policy (“Policy”), City Council Members may receive reimbursement for, or payment of, expenses incurred while performing official duties. Section D of the Policy describes the types of official duties for which reimbursement or payment is authorized, which have been determined to be in furtherance of a public purpose in accordance with California Code of Regulations§ 18944.1.
Discussion
The following event is presented for a determination that attendance would constitute official duties in furtherance of a public purpose and otherwise meet Policy requirements for City Council approval for distribution of a ticket to:
• Mayor Desmond and Council Member Orlando, for attendance to the SANDAG Board Retreat, February 8-10, 2017, in the amount of $373.80 per ticket
• City Council Members: Mayor Desmond, Vice Mayor Jones, Council Member Jabara, Council Member Jenkins, and Council Member Orlando, for attendance to the San Marcos Chamber of Commerce “State of the City Address”, February 28, 2017, in the amount of $75.00 per ticket
• City Staff Members: Development Services Director Dahvia Lynch, Property Manager Christie Coats, H.R./ Risk Director Michelle Miller, City Manager Jack Griffin, Fire Chief Brett VanWey, Sheriff’s Captain Mike McClain, Economic Development Manager Tess Radmill, Business Process Director/ City Clerk Phil Scollick, for attendance to the San Marcos Chamber of Commerce “State of the City Address, February 28, 2017,in the amount of $750.00 per table
The events involve a significant regional governmental entity and support a non-profit purpose. Attendance at the events will promote and support programs rendered by this entity that benefit City residents, and will enhance relations with such entities and are for the City Council’s consideration.
Fiscal Impact
The fiscal impact to the City is:
• $373.80 for Council Member Orlando to attend the SANDAG Retreat, and Mayor Desmond’s cost was provided by SANDAG due to his position as a primary SANDAG Board member
• $375.00 for City Council Members: Mayor Desmond, Vice Mayor Jones, Council Member Jabara, Council Member Jenkins, and Council Member Orlando, for attendance to the San Marcos Chamber of Commerce “State of the City Address”
• $750.00 for City Staff Members: Development Services Director Dahvia Lynch, Property Manager Christie Coats, H.R./ Risk Director Michelle Miller, City Manager Jack Griffin, Fire Chief Brett VanWey, Sheriff’s Captain Mike McClain, Economic Development Manager Tess Radmill, Business Process Director/ City Clerk Phil Scollick, for attendance to the San Marcos Chamber of Commerce “State of the City Address
