Introduction
The City Council adopted Legislative Procedures and the 2014 Legislative Platform to guide the consideration of state and federal bills that affect City operations. Throughout the year, staff generated letters to state legislators and the Governor indicating the City's positions and asked the City's federal and state legislative advocates to contact legislative staff, and/or speak on behalf of the City regarding the legislative items.
 
This report provides an overview and final disposition of all state legislation for which the City had an established position during the 2013-14 legislative session.
 
Discussion
The 2014 regular legislative session began January 6 and the last day to pass bills was August 31. Governor Brown had until September 30 to sign or veto legislation. Non-urgency bills enacted on or before October 2 take effect no earlier than January 1, 2015. The Constitution requires the legislature to adjourn sine die at midnight on November 30, 2014.
 
All Assembly seats and 20 Senate seats are up for election on November 4. The 2015-16 legislature convenes for an organizational session at noon on December 1.

David Jones, the City's legislative advocate in Sacramento, will be attending the next City Council meeting on October 28th to give a presentation on what happened at the Capitol this session and what the City should expect legislatively next year.
