Executive Summary
In July 2017, the City initiated efforts to improve operations and safety at the intersection of San Marcos Boulevard and Discovery Street. The San Marcos Boulevard at Discovery Street Intersection Project (Project) involves adjusting the intersection to optimize safety and traffic operations while also incorporating supplemental features including pedestrian, drainage, and bicycle facility improvements. Project feasibility, technical studies, construction drawing production, and utility coordination has been completed. At this time, staff is requesting final approvals of plans and authority to move forward with the Project construction.
Discussion
The Project will adjust the intersection at San Marcos Boulevard and Discovery Street to eliminate the free-right turn from San Marcos Boulevard to Discovery Street. The Project will also widen San Marcos Boulevard in the westbound (toward Carlsbad) direction, for approximately 900 feet approaching the intersection. Removal of the free-right turn will create safer, more accessible pathways for pedestrians and bicyclists. Drainage improvements along San Marcos Boulevard will also be implemented to reduce flooding in and around the intersection. Construction documents have been prepared and are ready for approval. At this time staff requests that the City Council approve the construction documents and delegate and authorize the City Manager to award and execute the construction contract. Authorizing the City Manager to award and execute award documents will aid in ordering long lead time items (traffic signal poles) immediately, so that the work can begin as expeditiously as possible.
In 2002, the City Council adopted Resolution 2002-5865, which requires work on San Marcos Boulevard to be completed during nighttime or off-peak hours when the work requires a lane closure. In anticipation of construction, staff requests a temporary waiver of the requirements through the duration of Project construction at the discretion of the City Engineer. Allowing work on, and directly adjacent to San Marcos Boulevard to be performed during peak hours despite the closure of a lane, will help maintain the Project schedule and reduce what would have otherwise been longer durations of construction on San Marcos Boulevard. It is not the intention to allow work that involves the closure of lane during peak hours, when school is in session.
Staff recommends that the City Council approve the construction documents and authorize bids, delegate and authorize the City Manager to award and execute contract documents within the approved budget, and to approve a temporary waiver of the requirements of Resolution 2002-5865 to allow work to occur along San Marcos Boulevard at hours approved by the City Engineer for the Project as described above.
Environmental Review
The Project involves reconfiguring an existing public intersection to improve functionality and safety. The Project would not expand service or capacity of the intersection. It is therefore considered maintenance of an existing facility under Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines.
Fiscal Impact
The Project (CIP # 86002) is budgeted in the Fiscal Year 2021-2022 Capital Improvement Projects Budget and is funded with Developer Deposit (Fund 410), PFF CIR Element-Street (Fund 402), TransNet (Fund 404) and Other Agency funds.
