Executive Summary
The City of San Marcos has selected a 5-year Dell APEX Subscription contract through Sidepath. This agreement is structured around Dell APEX Flex on Demand for Storage and Memory, designed specifically for integration with the Dell APEX Cloud Platform for Microsoft Azure. The subscription will provide the city with scalable and flexible cloud solutions to support its future IT and operational needs.
Discussion
This proposed contract is a 5-year term and includes storage and memory components, that are estimated to be in line with future business and operational needs of the city as well as locking in competitive prices per unit.
Anticipated Benefits:
1. Scalability and Flexibility: The proposed Dell APEX model will allow the City of San Marcos to pay only for what is used, avoiding overprovisioning and reducing unnecessary IT expenditures.
2. Optimized Multicloud Environment: The APEX Cloud Platform for Microsoft Azure is expected to provide an integrated and automated cloud environment, offering consistency and control across on-premises, edge, and public cloud deployments.
3. Predictable Costs: The proposed contract includes a monthly billing cap set at 85% of total installed capacity, which will provide financial predictability and protection against unexpected cost increases.

By proceeding with this proposed Dell APEX Subscription, the City of San Marcos will gain a robust, flexible, and cost-effective solution to support its IT infrastructure over the next five years. This strategic partnership with Dell and Sidepath will enable the City to enhance its operational agility, maintain predictable costs, and ensure its technology infrastructure can effectively support future growth and challenges.
Environmental Review
This contract is not a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).
Fiscal Impact
The total contract is not to exceed $550,000. Funding for these activities is budgeted in the approved Fiscal Year 2024-2025 Operating Budget and is funded with General Funds (100).
