Introduction
Development Services’ Land Development Engineering Division is responsible for the review and processing of development plans. Land Development is the lead division for the review of development construction drawings (i.e. grading, public infrastructure, subdivision maps, etc.). Land Development also provides a supporting role during the Planning Division’s entitlement review and Building Division’s building permit review processes. Due to an increase in the number and complexity of development projects within San Marcos, staff has experienced an increased number of projects in need of review. This has resulted in longer than desired review times.
Discussion
In January 2016, the City publicly advertised a Request for Proposals (RFP) for General Civil Engineering services. A total of ten proposals were submitted and reviewed by City staff. Due to the various options offered by the proposals, city staff then interviewed the four most qualified firms. As a result, Cvaldo Corporation was determined to be the most qualified consultant. Upon selection, city staff reviewed the fee schedule and determined that Cvaldo Corporation provided a responsible proposal.
In an effort to reduce project review times and improve customer service, staff recommends awarding a contract for as-needed services to Cvaldo Corporation. Staff will continue to review projects and employ Cvaldo Corporation’s services on an as-needed basis in order to provide the best possible customer service.
Fiscal Impact
A project-specific scope of services will be defined and negotiated for each task. The contract award does not commit the City to any fiscal expenditure and the total expenditure cannot exceed the approved amount without approval from the City Manager.
For projects requiring the use of City funds, the funding will be consistent with the City-approved budget prior to issuing a notice to proceed. Plan review development fees collected by the City will offset the consultant plan review services fees.
