Introduction

Bradley Park sits atop a closed county landfill. As a result, the land experiences settlement to varying degrees throughout the site. In some areas the settlement can create large dips that hinder the ability of the public to use these areas as well as impact proper maintenance. The City periodically levels the areas that have settled as needed to compensate for the unlevel surfaces.

Discussion

The Re-grading of Bradley Park Project (Project) proposes to re-grade and refurbish two sports fields in the upper portions of William Bradley Park where settlement has progressed beyond periodic leveling.  The first proposed location is the multi-purpose field on the south edge of the park and the second location is the softball field located in the center of the park grounds. Both proposed sites are illustrated in the aerial exhibit (Exhibit A) attached to this report.

Over time the settlement of the fields and need for frequent adjustments have also caused the irrigation lines of the proposed fields to become buried deeper than practical, which increases future maintenance costs of the fields. Consequently, the proposed project will also install new irrigation lines to restore the serviceability of the fields. In addition to re-grading and restoration of the irrigation in the above mentioned fields, new turf will be installed and established to provide the public fully re-furbished fields.  The installed turf will be a more durable, playable and water-wise hybrid Bermuda grass.

Fiscal Impact

The project is budgeted in the approved Fiscal Year 2016-2017 CIP budget and is funded with Facilities Replacement and Rehabilitation Funds (603), CFD 98-02 Lighting and Landscaping Funds (205) and Infrastructure Funds (604). The total approved project budget is $747,000.

This project is a Capital Improvement Program maintenance project and is part of the City’s comprehensive approach to infrastructure maintenance. No additional cost to maintain the project locations will be incurred as a result of the project.
