Introduction
This service contact will provide custodial services for twenty (20) city parks and twenty seven (27) bus shelters throughout the City. Custodial services will include, but are not limited to, daily restroom cleaning and litter removal seven (7) days a week with extra weekend services during peak seasons and providing custodial services during after-hours special events held at City facilities.  Five (5) additional parks/facilities are being added to this contract compared to the current custodial contract, including Mary Connors Park, Helen Bougher Park, Optimist Park, Corky Smith Gymnasium and the San Marcos Senior Center.  Additional or improved duties added to the current scope of services include the cleaning of park tables and benches, removal of animal excrement daily, cleaning of restrooms before 9:00 AM each day and twice daily restroom cleaning at four (4) selected parks during peak sports seasons.
 
Discussion
A public request for proposals for Park and Bus Shelter Custodial Services was posted on July 28, 2014.  On August 26, 2014 four (4) bids were submitted to the Public Works Department.  Tegriscape, Inc. has been verified as the lowest responsible bidder for the work whose submission represents the best value to the City. Therefore, staff recommends awarding the contract to Tegriscape, Inc.
The total contract value is $1,568,520.00. The contract term is for five (5) years, subject to satisfactory performance as determined by the City.
Fiscal Impact  
The fiscal impact to the City is $313,704.00 per year. The Funds are available in the City's park maintenance operating fund.  This contract will provide an annual savings of $64,931.28 when compared to the existing contract and a $324,656.40 cost savings over the life of the contract while significantly increasing the scope and quality of services.
