ADOPT resolution authorizing the filing of an application for the Regional Early Action Planning Grants of 2021 (REAP 2.0), and delegating and authorizing the Acting City Manager to finalize, complete, and execute all applicable documents relating to said application and any grant arising therefrom, and further authorizing the Acting City Manager to receive funds that may be awarded and to amend the budget as needed.

Executive Summary

Up to $16 million of the Regional Early Action Planning Grants of 2021 (REAP 2.0) allocated funding for SANDAG from the California Department of Housing and Community Development (HCD) is available to local jurisdictions through the Housing Acceleration Program (HAP) Cycle 2 Call for Projects. The San Diego Association of Governments (SANDAG) is soliciting applications for its Housing Acceleration Program (HAP). The (HAP) provides grants and technical assistance to local jurisdictions to accelerate housing production and promote equity and sustainability in housing planning and production.

 

Discussion

The Cycle 2 HAP Call for Projects (CFP) will fund transformative and innovative Planning and Capital projects, including supportive infrastructure, that will accelerate housing development in infill areas, facilitate implementation of the 6th Cycle Regional Housing Needs Assessment (RHNA), and advance Sustainable Communities Strategies (SCS). In order to be eligible for funding, a project must meet all of the following criteria:


• The project area must be within a mobility hub, transit priority area (TPA), or a low VMT area; and

• The project must meet all three REAP 2.0 Program Objectives:

1. Accelerate infill development that facilitates housing supply, choice, and affordability

2. Affirmatively Further Fair Housing

3. Reduce vehicle miles traveled

 

Staff recommends submitting applications for the following two projects that meet the REAP 2.0 Program Objectives:

                     The Creek Specific Plan Update (CIP #PL001) project

                     Housing development feasibility study on a vacant, city-owned lot (APN 220-420-03).

 

Adoption of the proposed resolution would authorize the Acting City Manager, or her designee, to enter into an agreement and associated grant documents for a maximum of $650,000 per project if the application(s) is approved. All funds must be expended by December 31, 2025. 

 

Environmental Review

The activity performed under this action is not itself a “Project” as defined under Section 15378 of the CEQA Guidelines, and is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).

 

Fiscal Impact 

If both applications for REAP 2.0 grant funds is accepted, initial expenditures would be funded by the General Fund (Fund 100) and then reimbursed by REAP 2.0 funds to offset the costs of these objectives, up to $1.3M. No matching funds are required.
