INTRODUCE (First Reading) an ordinance amending the San Marcos Municipal Code Title 17 (Buildings, Construction, and Related Activities), and adopting local amendments to the California Building Code

Executive Summary

The State of California Building Standards Commission updates the California Code of Regulations Building Standards Code, Title 24 as it relates to construction and property maintenance approximately every three (3) years.  Once the State has approved the Building Standard Codes they are published, and all local jurisdictions are mandated to apply the new regulations, typically within 180 days.  Local jurisdictions may amend the Codes to be more restrictive provided the amendments are based on local climatic, geological, and topographical conditions.

 

Discussion

The proposed Ordinance and the specified proposed modifications to Title 17 of the San Marcos Municipal Code (“SMMC”) incorporates updates included in the 2022 California Building Standards Code, as set forth in Attachment A.  These changes represent minor adjustments to SMMC requirements.  Adoption of the proposed Ordinance will not affect current processes or business operations.

(Based on the 2024 Uniform Mechanical Code.)

§                     2025 California Plumbing Code (CPC); Part 5, Title 24, CCR.

(Based on the 2024 Uniform Plumbing Code.)

§                     2025 California Energy Code (CEnC); Part 6, Title 24, CCR.

 

§                     2025 California Historical Building Code; Part 8, Title 24, CCR.
