Executive Summary
The County of San Diego Department of Public Work (County) is preparing its FY 2025-26 Annual Roadway Resurfacing Program, scheduled for construction in Summer 2026, and has identified boundary roadway segments within the City of San Marcos (City) that may be resurfaced in coordination with the County’s efforts. To avoid construction conflicts and ensure consistent pavement treatment along shared roads, the County is requesting the City enter into a service agreement to include these segments in the County’s resurfacing contract.
Discussion
The County of San Diego Department of Public Works maintains approximately 2,000 centerline miles of roadway and administers the Annual Roadway Resurfacing Program. As part of its upcoming FY 2025-26 Program, scheduled for construction in Summer 2026, the County has identified two roadway segments located within the City of San Marcos’ jurisdiction that align with boundary road segments scheduled for resurfacing by the County. These two segments are along Broken Rock Road and Lodgepole Road. To avoid resurfacing one side of the boundary while leaving the adjacent City side untreated, the County has invited the City to participate in the County’s program by including these City-maintained segments in its construction contract.
Under this service arrangement, the City would pay the County for the resurfacing of the identified City roadway segments. Costs would be based on the County’s competitively bid unit prices for the overall resurfacing project, with the final amount including actual construction, inspection, and associated soft costs. By leveraging the County’s contract, the City would benefit from cost efficiencies of scale, coordinated construction schedules, and reduced public confusion and complaints that can result when boundary roads are resurfaced inconsistently.
To facilitate this coordination, the County has provided a draft service agreement for the City’s review and approval. The estimated agreement amount is $53,000 and would be funded from the City’s Gas Tax fund 200. This fund does not have limitations to this type of activity. Staff reviewed the proposed arrangement and recommends that the City Council authorize the City Manager to execute the service agreement to allow the City’s roadway segments to be resurfaced as part of the County’s program.
Environmental Review
This action is not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5), as it constitutes an organizational or administrative and financial activity of government that will not result in a direct or indirect physical change in the environment. Any future resurfacing work to be completed within the City’s jurisdiction will be evaluated by the County of San Diego, as the lead agency, to determine the appropriate level of CEQA review prior to construction. No further action under CEQA is required by the City for approval of this service agreement.
Fiscal Impact
The City’s cost for participation will be based on the actual unit prices awarded through the County of San Diego’s competitive resurfacing contract, plus associated construction inspection and administrative soft costs (estimated at 28.5%). The County has provided preliminary cost estimates for the identified City roadway segments of approximately $53,000; however, the final amount will be determined following award of the construction contract in Fall 2025. Funding for the City’s share will be drawn from the Gas Tax fund 200. Sufficient appropriations are expected to be available at the time payment is due.
