Executive Summary

The Public Works Department currently maintains 44 city parks throughout San Marcos. Staff recently evaluated park lighting systems and developed a prioritized list of needed improvements. Based on that evaluation, staff publicly solicited and received bids for lighting improvements at five park locations. Following annulment of the Notice of Award issued to the apparent low bidder for failure to timely provide the required documentation and execute the agreement, approval of this resolution will award a contract to Select Electric, Inc. for lighting improvements at Civic Center Park, Foothills Park, San Elijo Park, The Laurels Park, and Valley View Park in an amount not to exceed $753,169.00.

 

Discussion

Park lighting is a key safety and usability feature across the City’s park system. The 2026 Parks Electrical Upgrades Project will replace and upgrade aging lighting infrastructure to improve visibility, reliability, and overall park operations at Civic Center Park, Foothills Park, San Elijo Park, The Laurels Park, and Valley View Park.

 

The existing lighting systems at these locations require replacement to support continued, reliable service.

 

In accordance with Section 2.30.100 of the San Marcos Municipal Code, bids were publicly solicited under PW CONBID 25-02 on January 23, 2026, and bids were received on February 17, 2026. The apparent low bidder failed to timely provide the required documentation and execute the agreement as required by the Notice of Award and Invitation for Bids. Accordingly, the Notice of Award was annulled, and said contractor was notified accordingly. Select Electric, Inc. is the next lowest responsive and responsible bidder.

 

Staff recommends that the City Council confirm annulment of the prior award of the contract for the 2026 Parks Electrical Upgrades Project, award said contract to Select Electric, Inc., in an amount not to exceed $753,169.00, and authorize the City Manager to negotiate, finalize, and execute the contract and all related documents with replacement contractor Select Electric, Inc.

 

Environmental Review

The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines, and is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).

 

Fiscal Impact 

Funding for the project is appropriated in the FY 2026 City Infrastructure Replacement / Rehabilitation Fund (604). The contract award does not commit the City to any future expenditure beyond the approved contract amount.
