ADOPT a resolution accepting the improvements included in the 2015 ADA access improvements for city facilities project, ordering the recording of a Notice of Completion, and authorizing the release of retention 35 days after filing the Notice of Completion (NOC), and the release of construction bonds required per the contract between the City of San Marcos and Firestone Builders. The City Clerk is to release the Faithful Performance Bond one (1) year after the NOC has been recorded.

Introduction
The adopted Consolidated and Annual Action Plans for the Community Development Block Grant (CDBG) identified the access improvements necessary for city facilities to remain compliant with the Americans with Disabilities Act. The work consisted of the installation of ADA improvements located on several City of San Marcos Facility Locations including City Hall, Library Parking lot, Civic Center Parking Structure, Public Works Administration Building, and Woodland Park Pool. The work/installations took place at One Civic Center Drive, Four Civic Center Drive, 201 Mata Way and 671 Woodland Parkway San Marcos CA 92069. The work generally consisted of the demolition of existing infrastructure not in ADA compliance and updating the infrastructure to current ADA standards. The work consisted but was not entirely limited to the installation of new pedestrian ramps, PCC pavement and walkway, asphalt concrete, signs and striping, railing, walls, and pool modifications. The work was done in accordance with the plans and specs. Work took place during normal business hours of operation unless otherwise specified by the Director of Real Property Services. During construction pedestrian and vehicle pathways were left in an operating condition or approved detours were in place. Work was completed to the satisfaction of the City of San Marcos Real Property Services Director and/or his designee.
Discussion
The project improvements have been installed and are in conformance with the approved plans and contract documents. Following is the project construction expenditure summary:
Contractor’s Original Bid Amount: $368,000.00
Total of Contract Change Orders: $18,250.00
Bid Items Adjustment (reduced and/or not used): $0
Contractor’s Total Amount Paid: $378,167.50
Project Construction Budget: $368,000.00
Fiscal Impact
The final construction costs totaled $378,167.50, which is approximately $10,167.50 over budget. The project capital construction costs were funded by CDBG funds.
