Executive Summary
This is a public hearing to receive public input on the proposed levy of assessments for Fiscal Year 2019-2020 for the City of San Marcos Vallecitos Town Center Street Maintenance District. The Street Landscape and Lighting Act of 1972 requires that districts formed under its provisions be renewed each fiscal year in which an assessment is to be levied.
Discussion
In October 1999, at the request of the property owners, the Vallecitos Town Center Street Maintenance District was formed pursuant to the terms of the Landscaping and Lighting Act of 1972 by Resolution 1999-5300. The purpose of this District is to provide yearly revenue from properties to pay their fair share of street maintenance costs along Center Drive and energy and maintenance costs of existing traffic signals within the district.
The Landscaping and Lighting Act requires that a resolution be adopted for the renewal of the district for the upcoming year. The engineer's report is attached which discusses the scope of services and apportionment of the levy.
Fiscal Impact
It is estimated the levy for the Fiscal Year 2019-2020 will be $33,290. The renewal of district assessments will allow for the continued levy of the assessment on annexed properties within the District. These funds are used to maintain signals and street improvements within the District as detailed in the engineer’s report.
