Executive Summary

Approval of the attached resolution would authorize Amendment No. 1 to the City’s contract with Villa Civil, APC (Agreement No. 7770), which provides on-call engineering support services for Development Services. The original agreement, approved at $149,400, has provided critical plan review and technical support to assist with development project processing. This amendment increases the contract by $250,000, raising the total not-to-exceed value to $399,400. The increase will be paid for with existing budgeted funds. No additional appropriations would be needed so there would be no impact to the operational budget. No changes are proposed to the duration or scope of services. The amendment is needed to supplement staff work, due to current vacancies, to maintain service levels.

 

Discussion

The City continues to experience sustained development activity, increasing the demand for plan review and engineering support services. Contracted resources through Villa Civil, APC, have been essential to maintaining timely review and processing of private development projects while ensuring compliance with City standards.

 

Amendment No. 1 provides an additional $250,000 in contract authority, ensuring the City can continue to rely on Villa Civil, APC, for on-call engineering services without disruption. This action maintains continuity of service and positions the City to effectively manage current and future development workloads.

 

Staff recommend that the City Council approve Amendment No. 1 to the sole source agreement with Villa Civil, APC, increasing the contract amount to $399,400. Since the amendment exceeds the City Manager’s authority, and the dollar value threshold for change orders/amendments under Section 2.30.030(c), staff seeks Council approval as required to authorize continuation of this sole source contract and to delegate authority to the City Manager to finalize and execute Amendment No. 1.

 

Environmental Review

Section 15378(a) of the California Environmental Quality Act (CEQA) Guidelines (California Code of Regulations, Title 14, Chapter 3) defines an activity as a “project” if it has the potential to result in either a direct, or reasonably foreseeable indirect, physical change to the environment. The proposed contract amendment is not a project within the meaning of CEQA because there is no potential for it to result in a physical change in the environment, either directly or indirectly.

 

Fiscal Impact 

Approval of the proposed action increases the total not-to-exceed amount of the contract with Villa Civil, APC, to $399,400. The additional $250,000 authorized under this amendment will be paid with existing budgeted funds, and no additional appropriations will be needed, so there will be no impact to the operational budget.
