Executive Summary

The City spends approximately $845,000 per year on fuel and lubricants which equates to roughly 280,000 gallons per year.  Approximately 70% of the fuel procured by the City is passed through to San Diego County (through the Sheriff’s Department) and San Marcos Unified School District.

 

Discussion

On July 20, 2020, a request for proposals was solicited for bulk fuel services for the Public Works Yard, Fire Station #2 and Fire Station #4 fuel facilities.  On August 10, 2020, three proposals were received:

 

1. Merrimac Petroleum, Inc.

2. Pinnacle Petroleum, Inc.

3. Southern Counties Lubricants, LLC

 

Staff reviewed and evaluated proposals based on four criteria: qualification and experience, scope of work understanding, experience with similar work and cost.

 

Fuel will be ordered on an as-needed basis.  The service provider price consists of the Oil Price Information Service (OPIS) daily low rack average plus a stated not to exceed amount, which shall establish the cost per gallon of fuel.  The quoted “over OPIS” amount provided in the proposal shall remain firm for the term of the contract.

 

The proposals were evaluated and Southern Counties Lubricants, LLC was rated the most qualified, responsive and responsible proposer.  Therefore, staff recommends awarding a five-year contract to Southern Counties Lubricants, LLC for bulk fuel and lubricant delivery services.

 

In addition to standard bulk fuel and lubricant delivery services, Southern Counties Lubricants, LLC, has agreed to provide priority emergency response fuel delivery to the City.  Being designated as the highest priority customer will ensure the City continues to receive adequate fuel to address public safety needs in the event of a citywide emergency response.  This contract will also allow the City to utilize a network of Commercial Fueling Network locations in the event any of our City fueling locations are down or disabled for an extended period of time.

 

Fiscal Impact 

The annual estimated fuel and lubricant expense of $632,000 has been approved as part of the Fiscal Year 2020-2021 Public Works Fleet Operating budget.  This includes City fuel and other agency fuel.  All future expenses related to the purchase and delivery of fuel and lubricants will be reflected in the Public Works Fleet Operating budget.
