Executive Summary
On November 12, 2021 the City Council adopted Resolution No. 2021-8950 authorizing the City Manager or designee to execute the Joint Exercise of Powers Agreement of the Clean Energy Alliance (CEA) and authorizing staff to take other actions necessary for the City to join CEA. At the same meeting the City Council introduced Ordinance No. 2021-1508, which was then adopted on November 23, 2021. Ordinance NO. 2021-1508 will go into effect on December 23, 2021.
It is recommended that the City Council appoint a Board Member and an Alternate to represent the City of San Marcos for an initial two years term on the Board of Directors of the Clean Energy Alliance.
Discussion
A Board of Directors governs CEA, with one Director appointed from each member agency. The Board is organized under a “One City, One Vote” principle. Each member agency of CEA also appoints an alternate member to serve when the primary Director is unable to attend a meeting.
San Marcos’ new Board member will be seated as a full voting member of the Board when its membership in the Clean Energy Alliance is accepted. CEA is holding a Special Meeting on December 17, 2021 to accept the City of San Marcos’ membership. San Marcos’ appointed member of CEA’s board would be able to attend the subsequent CEA Board Meeting, which is scheduled for December 30, 2021.
It is recommended that, based on the term lengths given to representatives for the other outside agencies that the City currently has representation on (North County Dispatch Joint Powers Authority (NCDJPA), League of California Cities-San Diego Division (LOCCSD), North County Transit District (NCTD), Southern California Joint Powers Insurance Authority (SCJPIA), San Diego Association of Governments (SANDAG) and the San Marcos Unified School District Joint Working Group) that the City Council appoints the Member and Alternate for an initial two year term which will be subject to reappointment at the first regularly scheduled City Council meeting in January 2024.
