Executive Summary
Ongoing GIS support for the City has been outsourced since 2020. Quartic Solutions provides technical GIS services supplementing internal staff on highly technical applications and system architecture. Staff is recommending authorization of a sole source contract with Quartic Solutions LLC to provide ongoing business continuity and provide services through May 1, 2030, for a total not-to-exceed amount of $500,000.
Discussion
The City has utilized an extension of staff consulting contract since 2020. This contract provides services not maintained in-house related to highly technical applications and system architecture as well as supporting regular updates to GIS data, management of that data and supporting City staff and emergency services.
The viability of hiring additional internal staff to support the GIS division has been reviewed. Results of that analysis showed that hiring the specific technical personnel needed would require multiple personnel with highly specialized skill sets. Efficiency is gained by using a GIS Professional Services contract, providing internal staff with access to a pool of talent that can address a variety of differing solutions. Quartic Solutions has been reviewed, and has the necessary skills and qualifications to perform the professional services required. Additionally, Quartic Solutions LLC, is a preferred partner of choice of ESRI, the City’s GIS software provider, and ESRI is a critical provider for the operations of the City’s GIS system
In conformance with the purchasing ordinance and to meet the needs identified by staff, which would allow business continuity of GIS services, City staff recommends retaining Quartic Solutions. Staff recommends awarding a sole source contract with Quartic Solutions, for a term of five years expiring in May 1, 2030, with a total not-to-exceed amount of $500,000 over the total duration of the contract.
Environmental Review
The proposed action does not constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).
Fiscal Impact
Approval of the resolution would have no impact on the amount budgeted in the approved Fiscal Year 2024-25 Annual Operations & Capital Improvement Budget for the GIS Professional Services consulting contract. Funds for these services are budgeted within the Development Services Administration budget as approved by the City Council.
