Executive Summary
The 2026 Surface Seal Project (Project) will resurface approximately 21 centerline miles of roadways throughout the city. Staff recommends the City Council approve construction documents, authorize advertisement for bid, and delegate authority to the City Manager to award and execute the contract documents necessary for construction of the project. Construction documents are on file with Development Services.
Discussion
The Project is part of the City’s Annual Surface Seal Program CIP# ST011 and will perform preventative maintenance activities in the form of slurry sealing and microsurfacing approximately 21 centerline miles of roadways throughout the City. The project will also include traffic signal improvements at the signalized intersections within the project limits.
As with other pavement resurfacing projects, staff typically review and refine the striping and pavement markings to improve safety for all modes of travel. Typical striping and pavement marking refinements include adding new bike lanes or enhancing existing bike lanes, where sufficient space exists. This Project will add or enhance bike lanes on Borden Rd., Melrose Dr., and Montiel Rd., ensuring continuation of enhanced bike lanes within and surrounding the project limits.
Staff recommends that the City Council approve the construction documents, authorize the City Manager to award the construction contract to the lowest responsive and responsible bidder, and to negotiate, finalize, and execute the construction contract to expedite construction activities.
Environmental Review
The Project is exempt from California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301, Existing Facilities Class 1(c). This includes the proposed project scope to do minor alterations to existing public facilities including streets, sidewalks, gutters, bicycle lanes, and similar facilities involving negligible or no expansion.
Fiscal Impact
The Project (CIP# ST011) is budgeted and approved in the Fiscal Year 2025-2026 Capital Improvement Program Budget and is funded with Gas Tax, TransNet LSI, and RMRA funds. The construction cost of the Project is anticipated to be $4,000,000, which is within the allotted budget.
