Executive Summary
The San Diego Association of Governments (SANDAG), as the Metropolitan Planning Organization and the Regional Transportation Planning Agency, is required by state and federal laws to develop and adopt a Regional Transportation Improvement Plan (RTIP). The SANDAG Board of Directors adopted the 2021 RTIP on February 26, 2021. All projects programmed in the 2021 RTIP are either regionally significant, capacity increasing projects, or are projects that are being funded with TransNet revenues.
Discussion
SANDAG, as the Metropolitan Planning Organization and the Regional Transportation Planning Agency, is required by state and federal laws to develop and adopt an RTIP. The RTIP is a multi-billion dollar, multi-year program of proposed major transportation projects in the San Diego region. Transportation projects funded with federal, state and TransNet, the San Diego transportation sales tax program, must be included in an approved RTIP to receive approval for reimbursement. The RTIP covers five fiscal years and incrementally implements the long-range transportation plan for the San Diego region: San Diego Forward - The Regional Plan.
SANDAG recently initiated an amendment to the 2021 RTIP and requested that local agencies submit changes to their TransNet Local Street Improvement Program of Projects and any transportation projects that are capacity increasing be included in the 2021 RTIP update. All projects programmed with TransNet funds must meet all requirements of the TransNet Extension Ordinance and accommodate travel for pedestrians and bicyclists. Staff recommends amending the 2021 RTIP to reflect changes illustrated in the report included as Attachment 1.
Environmental Impact
The activity performed under this action is not a “Project” as defined under Section 15378 of the California Environmental Quality Act, State Guidelines; and, is therefore not subject to environmental review pursuant to State Guidelines Section 15060(c)(3).
Fiscal Impact
The projects are budgeted in the City’s proposed Fiscal Year 2022 Capital Improvement Program Budget. The RTIP list of projects does not commit the City to any fiscal expenditures. Programmed projects can be revised with future RTIP amendments that occur on a quarterly basis.
