Executive Summary
The Public Works Department currently maintains 41 City parks throughout San Marcos. Staff recently conducted an evaluation of the park lighting systems and created a prioritized list of needed lighting improvements. The current lighting conditions at the selected parks were prioritized because they pose a potential safety risk. Based on that determination, City staff has publicly solicited and received bids for improvements at three City parks. Approval of this resolution will award a contract to Techsico, Inc. for lighting improvements at Cerro de las Posas Park, Woodland Park, and San Elijo Hills Park in an amount not to exceed $261,155.00.
Discussion
The Public Works Department desires to contract with a qualified electrical contractor to provide lighting repairs and replacements in three City parks. Staff recently performed a site assessment throughout the City’s park inventory to establish a priority list of needed lighting repairs and replacements. Based on that determination, staff advertised a request for bid in accordance with Section 2.30.100 of the San Marcos Municipal Code (Public Projects).
PW CONBID 24-02 was posted to PlanetBids on January 23, 2024 and solicited bids for lighting upgrades and repairs at Cerro de las Posas Park, Woodlad Park, and San Elijo Hills Park. On February 13, 2024, eight bids were received. The proposals were evaluated, and all eight were determined to be responsive. The lowest responsive and responsible bidder was Techsico, Inc. As a result of the bid process, staff seeks City Council’s approval to award a contract to Techsico, Inc., a licensed electrical contractor, for the not to exceed amount of 261,155.00.
Staff recommends that the City Council approve the award of a contract to Techsico, Inc. for park lighting improvements in an amount not to exceed $261,155.00, and that it authorize the City Manager to finalize and execute said contract and related documents.
Environmental Review
The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines; and, is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).
Fiscal Impact
Approval would award a contract not to exceed $261,155 to Techsico, Inc. Funding for this project is approved in the Fiscal Year 2024 budget and is appropriated in City Infrastructure Replacement / Rehabilitation Fund # 604.
The contract award does not commit the City to any future expenditure.
