Executive Summary
Approval of the attached resolution would authorize an amendment to the City’s Landscape Maintenance Area 1 Contract (#6153) with Executive Landscape Inc. The proposed amendment would authorize the City Manager to execute contract amendments increasing the total contract to a not-to-exceed amount of $3,038,544.
Discussion
In June 2019, the City Council authorized the award of the Landscape Maintenance Area 1 Contract (#6153) to Executive Landscape, Inc. in the amount of $2,676,100. Over the duration of the five (5) year contract term, six change orders have been issued due to CFD landscape contract consolidation efforts, increased reliance on contracted services for certain park and landscape projects, and new CFD landscape projects accepted by the City such as the recent Discovery Street / Craven Road right-of-way improvements.
With the Landscape Maintenance Area 1 Contract (#6153) expiring on June 30, 2024, staff recommends increasing the authorized not-to-exceed amount for the Executive Landscape contract to $3,038,544. The increased not-to-exceed amount will ensure landscape services continue through the end of fiscal year 2024. The newly consolidated Landscape Maintenance Area 1, 2, 3, and 4 contracts are proposed to be executed on July 01, 2024, with CFD projects regionalized by contract for improved efficiency.
Environmental Review
The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines; and, is therefore not subject to environmental review pursuant to CEQA Guidelines section 15060(c)(3).
Fiscal Impact
Approval of the proposed resolution would authorize the City Manager to execute amendments to the existing contract with Executive Landscape, Inc. up to a not-to-exceed amount of $3,038,544. Funding for the proposed amendment is approved in the FY 2023-24 City operations and maintenance budget, and split between the General Fund (Fund 100), the Lighting and Landscape Maintenance District Fund (Fund 202) and CFD 98-02 (Fund 205). No budget amendments are required as part of this action.
