Introduction
Pursuant to the City of San Marcos Compensation and Reimbursement Policy ("Policy"), City Council Members may receive reimbursement for, or payment of, expenses incurred while performing official duties.  Section D of the Policy describes the types of official duties for which reimbursement or payment is authorized, which have been determined to be in furtherance of a public purpose in accordance with California Code of Regulations § 18944.1.  
 
Discussion
The following event is presented for a determination that attendance would constitute official duties in furtherance of a public purpose and otherwise meet Policy requirements for City Council approval for distribution of a ticket to Mayor Desmond, Vice Mayor Jones, and Councilmembers Orlando, Jabara, and Jenkins.  The event involves a significant regional governmental entity and supports a non-profit purpose.  Attendance at the event will promote and support programs rendered by this entity that benefit City residents, and will enhance relations with such entities.  The event is listed below for the City Council's consideration.
·      February 5, 2015, Cal State University San Marcos Report to the Community - $500.00/table
 
Fiscal Impact  
The fiscal impact to the City is $500.00 for attendance to the February 5, 2015 Cal State University San Marcos Report to the Community.  These funds are available in the Fiscal Year 2014-2015 City Council budget.
