Executive Summary
The Public Works Department currently maintains City streets, parking lots, and public facilities through an in-house street sweeping program. As the City of San Marcos continues to grow, the total curb miles, public roadways, and developed areas requiring routine maintenance have increased. Maintaining service reliability requires sufficient fleet capacity to support scheduled sweeping operations and minimize disruptions due to equipment maintenance or repair.
The purchase of an additional street sweeper will expand operational capacity, improve service continuity, and strengthen long-term fleet resilience. Staff recommends awarding a contract to Marco Industries, Inc. for the purchase and delivery of one TYMCO Model 600 regenerative air street sweeper through a cooperative purchasing agreement.
Discussion
The City currently operates two street sweepers to maintain roadway infrastructure and public facilities throughout the community. With continued development and increasing service demands, additional equipment capacity is necessary to ensure uninterrupted service delivery and maintain established sweeping schedules.
The acquisition of a third street sweeper will:
• Provide operational redundancy during routine maintenance and unexpected repairs;
• Support expanded service demands associated with new development;
• Support expanded service demands resulting from increased requests for enforced sweeping in areas where resident parking limits effective curb cleaning;
• Improve schedule reliability and reduce service delays;
• Enhance the City’s ability to proactively maintain roadway cleanliness, stormwater compliance and public safety.
In accordance with San Marcos Municipal Code Section 2.30.110 (Cooperative Purchasing), the City may procure equipment through competitively solicited cooperative purchasing agreements. Marco Industries, Inc. is an authorized dealer under Sourcewell Contract No. 111522-TYM, which was competitively solicited and awarded by Sourcewell on February 2, 2023. The Sourcewell cooperative purchasing program conducts a competitive solicitation process on behalf of participating public agencies.
Staff has reviewed the cooperative agreement and confirmed that it satisfies the City’s procurement requirements. Based on this review, staff recommends awarding the contract to Marco Industries, Inc.
Environmental Review
The activity performed under this action is not a “Project” as defined under Section 15378 of the CEQA Guidelines and is exempt under CEQA Section 15301 (Existing Facilities); therefore, it is not subject to environmental review.
Fiscal Impact
The total purchase amount for the street sweeper is not to exceed $452,228.18.
This purchase represents a one-time capital expenditure funded through the Vehicle & Equipment Acquisition/Replacement Fund (602) and supports the City’s ongoing operational needs. Ongoing operational costs, including fuel, routine maintenance, and eventual replacement, will be incorporated into future operating budgets as part of standard fleet management practices, subject to City Council approval.
