Executive Summary
Staff has publically solicited and reviewed the request for proposals for as-needed maintenance services for pumps & irrigation wells. The contract will provide annual inspections, general maintenance, and as-needed service and repair of pumps and wells throughout the City. Staff is seeking council approval to award the contract to the most qualified, responsible, and responsive bidder.
Discussion
In compliance with the department goals of quality of life, dynamic and responsive service delivery and good governance, the Public Works Department will manage services for Pump & Well Services under contracted maintenance services.
On December 4, 2019, staff publically solicited a request for proposals for pump and well maintenance services. The contract term is for five years and valued at a cumulative cost of $498,005.
On January 2, 2020, the City received two proposals for the services requested. The table below reflects the responsive proposals received:

Staff reviewed and evaluated the responsive proposals, and Brax Company, Inc. was identified as the lowest, most qualified, and responsive proposer. Staff is seeking Council approval to award a five-year pump and well service contract to Brax Company, Inc., in the amount of $498,005, which includes the annual contract amount and an amount for unforeseen, as-needed, additional pump and well services and other allowable increases that may be required to maintain a high level of service to the public.
Fiscal Impact
This project is budgeted in approved Fiscal Year 2019-2020 Operations and Maintenance Budget and funded with General Funds (100) and Citywide CFD 98-02 Funds (205).
