Executive Summary

The City of San Marcos is an entitlement jurisdiction that receives an annual allocation of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to improve the lives of low- and moderate-income residents.  HUD requires the City, to submit a Consolidated Annual Performance and Evaluation Report (CAPER) that summarizes the City’s progress in achieving its consolidated plan and annual action plan goals and objectives during the previous program year.  The CAPER is due to HUD ninety days after the completion of the program year.  The City is required to post the CAPER for a comment period of not less than fifteen days.  The City advertised a notice requesting public comments in the local news outlet, the Coast News, and the CAPER was posted on the City’s website and made available at the City Clerk’s office as prescribed in the City’s Citizen Participation Plan. Submittal of the PY 2023/2024 Consolidated Annual Performance and Evaluation Report will allow the City to continue to be eligible to receive CDBG funds to continue to improve the lives of our low- and moderate-income residents in need.

 

Discussion

Following the required fifteen-day public comment period, HUD requires the City to submit the CAPER on HUD’s reporting and data management software, Integrated Disbursement and Information System (IDIS).  The CAPER must include a description of the resources made available, the investment of available resources, the geographic distribution and location of investments, the families and persons assisted (including the racial and ethnic distribution of persons assisted), actions taken to affirmatively further fair housing, and other actions indicated in the Strategic Plan and the Action Plan.

 

In Program Year 2023, the City spent $314,445.49 in Community Development Block Grant funds.  This includes funds from the regular CDBG Entitlement Grant and supplemental Coronavirus funds awarded in 2020 and 2021.  The City expended 35% of the annual allocation totaling $248,390.06 of the $710,208 allocated CDBG PY 2023 entitlement funds.  An additional $66,055.43 of CDBG-CV funds were spent in PY 2023.  Additionally, by the close of PY 2023 the City of San Marcos has spent $1,049,363 (98%) of the awarded CDBG-CV funds.

 

In Program Year 2023, the City’s CDBG Program made the following accomplishments:

 

                     Provided fair housing resources ranging from eviction defense to housing rights education to 96 low- and moderate-income households through a partnership with Legal Aid Society of San Diego.

                     Supported 904 at-risk youth and their families with case management and counseling services through our partnership with RESPECT Project, Casa de Amparo, the Boys and Girls Club of San Marcos, and Project Next.

                     Assisted 187 low-income seniors with various critical needs ranging from security deposit assistance to access to nutritional meals delivered through our partnership with Meals on Wheels and Elderhelp.

                     Provided 21 households with emergency rental assistance through our partnership with Interfaith Community Services, keeping families in their homes in times of need.

                     In total, 1,208 low- and moderate-income individuals were supported through key partnerships with public service organizations.  Public service providers provided a range of basic needs services addressing food insecurity and support for the elderly and at-risk populations, as well as programs for LMI youth.

 

The purpose of completing the CAPER is threefold: 1) to provide HUD with the necessary information needed to meet its statutory requirement to assess each grantee’s ability to carry out its programs with all applicable rules and regulations; 2) to provide information for HUD’s Annual Report to Congress; and 3) to provide the City an opportunity to describe its successes in meeting the CDBG Program goals.  Following Council review and the public comment period, staff will submit the PY2023-2024 CAPER to HUD by the required deadline of 90 days following the completion of the fiscal year, to ensure continued eligibility for future CDBG funds.

 

Environmental Review

The submission of the CAPER is not a “project” as defined under Section 15378 of the California

Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).

 

Fiscal Impact 

There is no fiscal impact associated with the submission of the CAPER.  Failure to submit the report may jeopardize future CDBG funding allocations.
