Introduction
The Twin Oaks Elementary School Safe Routes to School (SR2S) project was approved for funding under Cycle 10 of the State SR2S program. This project includes construction of high visibility crosswalks, pedestrian countdown devices, pedestrian ramps, new curbs, gutters, sidewalks, decomposed granite (DG) trail, and storm drain improvements.
Discussion
The following bids were received on November 4, 2014 for the construction of the Twin Oaks Valley Elementary School SR2S Project:

3. Palm Engineering Construction Co., Inc. $355,881.50
4. Visionary Construction and Consulting, Inc. $392,267.48*
5. A.B. Hashmi, Inc. $401,902.50*
6. Vailston Co., Inc. $442,471.30*
7. JUST Construction, Inc. $422,502.20*
*Minor math calculation corrections to reflect intention of bids. Calculation corrections did not affect the rank of the bids.
PAL General Engineering, Inc. was the lowest responsive and responsible bidder for this work. Therefore, staff recommends awarding the contract work to PAL General Engineering, Inc. for a total contract price of $342,976.
The construction of this project is expected to start in mid January 2015 and be completed by May 2015. Since the majority of construction activities are along Cassou Road west of Twin Oaks Valley Road, the impact to the school operations is minimal.
Fiscal Impact
The project is budgeted in the approved Fiscal Year 2014-15 CIP budget. The capital cost of this project consists of $432,800.00 of State SR2S grant funds and $48,800.00 of local matching funds. The estimated maintenance cost of the new pedestrian improvements is $2,000 per year.
