Introduction

The San Marcos Fire Protection District has participated in the San Diego County Fire Mitigation Fee Program under County Ordinance No. 7066 since January 31, 1986.

Discussion

Within the Fire District (County unincorporated area), the County of San Diego collects 100% of the ceiling amount of the Fire Mitigation Fees on the Fire District’s behalf from building permit applications.

The County of San Diego Board of Supervisors reviews the Fire Mitigation Fees and approves any changes annually.  The fee ceiling may be increased or decreased in proportion to the increase or decrease in the costs of construction determined by the Engineering News Record, Cost of Construction Index, or a successor thereof.  The County Board of Supervisors approved an increase of the fee ceiling from $0.46 to $0.52, effective July 1, 2014.

The Fire Mitigation Fee Ordinance requires an annual resolution from the San Marcos Fire Protection District Board of Directors confirming the District’s participation in the Fire Mitigation Fee Program.

Fiscal Impact

By confirming the District’s participation in the Fire Mitigation Fee Program, the District will continue to receive projected revenues of approximately $30,000 per year, dependant on development within the San Marcos Fire Protection District.
