Executive Summary
Senate Bill 1 Road Repair and Accountability Act of 2017 (SB 1), dedicated new funds to cities and counties for basic road maintenance, rehabilitation and critical safety projects on the local streets and roads systems, known as Roadway Maintenance and Rehabilitation Account (RMRA) funds.
In order to be eligible to receive an apportionment of RMRA funds, the City must submit an annual list of proposed projects through an adopted resolution to the California Transportation Commission (CTC). The City developed an SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the communities priorities for transportation investment.
Staff has identified an additional potential project that is consistent with the SB 1 funding objectives and guidelines and is seeking Council approval to submit the proposed project to the CTC for consideration of an apportionment of the RMRA funds.
Discussion
SB 1 dedicates approximately $1.5 billion per year in new formula revenues apportioned by the State Controller to cities and counties for basic road maintenance, rehabilitation and critical safety projects on the local streets and roads system.
To be eligible to receive an apportionment of this funding, cities and counties are required to submit an annual list of proposed projects to the CTC by July 1 with project expenditure reports detailing the description, location, amount of funds expended and estimates of the useful life of improvements constructed with program funding annually. The CTC completes an annual review of project lists and reports for completeness and provides a statewide list of cities and counties eligible to receive RMRA funds to the Controller.
Staff has identified a proposed project that is consistent with the SB 1 funding objectives and guidelines, the Annual Surface Seal Project FY19 - FY23 Capital Improvement Project (CIP)# ST001 (Project). The project will focus on preventative pavement maintenance activities on Borden Road. The treated pavement will have a useful life of 10-years. Design is scheduled to begin in June 2021, and construction completion is estimated by July 2022.
Environmental Review
There is no environmental impact associated with this recommendation. During the development of construction documents, a CEQA analysis will be conducted.
Fiscal Impact
There is no fiscal impact to this recommendation, nor does it commit the City to any expenditure. The Annual Surface Seal Project FY19 - FY23 CIP# ST001 is currently budgeted in the FY2021-22 Approved CIP Budget.
However, the list of proposed projects must be submitted to the CTC by July 1, 2021 to be eligible to receive the FY 2021-22 estimated apportionment of $1,867,413 in RMRA funds. No additional cost to maintain the project locations will be incurred as a result of the project.
