Executive Summary
The Richmar Park Phase 2 Improvements Project (Project) involves the construction of a shade structure over the existing playground equipment and the installation of an enclosed mini-pitch court at Richmar Park. The improvements identified on these plans, along with the delegation of authority to the City Manager to award, finalize, and execute contract documents, will expedite construction activities which will help the City achieve its goals of the timely use of funds per CDBG requirements and the installation of needed infrastructure improvements.
Discussion
Richmar Park was originally constructed in 2017 on vacant land at the northeast corner of Richmar Avenue and Firebird Lane. The initial phase built playground equipment, open turf areas, sidewalks, restrooms and landscaping on the vacant site. During planning of the park, it was determined that a shade structure and half-court basketball court would be constructed in the future as a second phase.
As part of the planning effort for Phase 2, City staff reviewed the proposed amenities to confirm needs and fit for the improvements in Phase 2. Staff’s research revealed various basketball courts located within ½ mile of Richmar Park: El Dorado Park, Corky Smith Gymnasium, Connors Park, Buelow Park and Civic Center Park. After examining additional amenities that could be installed at this location in lieu of a basketball court, staff conducted public outreach to survey the residents’ preferences for a new amenity at this location. The choices were a mini-pitch, dog park, or a half-court basketball court. The US Soccer Foundation describes mini-pitches as “customized, hard-court surfaces suited for soccer programs and pick-up games. Mini-pitches serve as community hubs, encourage physical activity and provide more opportunities for play.” The mini-pitch concept received a majority of the votes within the community survey. After additional research into construction requirements and costs, the design moved forward with a mini-pitch as well as the shade structure over the existing playground.
Staff recommends that the City Council approve the construction documents, delegate to and authorize the City Manager to award the construction contract to the lowest responsive and responsible bidder, and to finalize and execute contract documents, in an effort to expedite construction activities. Expediting construction activities will help deliver the park amenities to the public as quickly as possible while also assisting the City achieve its goal with timely use of funds per CDBG requirements.
Environmental Review
The City adopted a mitigated negative declaration for the construction of Richmar Park in February of 2016. The environmental review included the future construction for Phase 2. On November 7, 2024, a Substantial Conformance review (SC24-0008) was conducted and approved by the Planning Division. The Substantial Conformance finding memorialized the changes between the designed improvements for Phase 2 and the original planned improvements for Phase 2, and concluded they were minor changes and that the project is in conformance with the original environmental document.
Fiscal Impact
CIP# PK008 is budgeted in the approved Fiscal Year 2024-25 Capital Improvement Projects Budget. This project is currently funded with CDBG Funds (207) and approval of the resolution does not increase the overall budget amount.
