Executive Summary

Periodic updates to citywide Classification and Compensation schedules are necessary for the City of San Marcos to remain competitive in the employment market. After a recent citywide organization restructuring to best meet the operational needs of the city, several compensation and classification updates are being presented, resulting an update schedule brought forward for approval.

Discussion

To align with the City's evolving operational needs, a recent restructuring has resulted in the creation of new classifications and titles within the Full-Time Classification and Compensation Schedule. These changes reflect shifting roles and responsibilities across key departments to enhance efficiency, leadership focus, and service delivery.

Director-Level Updates

The updated compensation schedule includes new director-level classifications: Fire Chief, Director of Public Safety (New grade - VI-F), Economic Development and Public Affairs Director (Grade III), Housing and Neighborhood Services Director (Grade III), and Legislative Affairs Director / City Clerk (Grade III). These additions ensure that leadership roles are strategically structured to support public safety, emergency operations, economic development, community engagement, and legislative advocacy.

•                     The Fire Chief, Director of Public Safety classification formalizes the expanded role this position plays in citywide leadership, ensuring all departments receive the necessary support for emergency operations and public safety initiatives. The existing Fire Chief incumbent will move into this classification, expanding the current role.

•                     The Housing and Neighborhood Services Director position is being reinstated to facilitate the re-establishment of the Housing and Neighborhood Services Department, recognizing its critical role in addressing community needs.

•                     The Economic Development and Public Affairs Director position represents a strategic shift toward stronger external engagement and stakeholder collaboration. To align with this focus, the current Community and Economic Development Director incumbent will be reclassified, ensuring dedicated leadership in fostering economic growth and public-private partnerships.

•                     The Legislative Affairs Director / City Clerk position is being created to enhance the City's ability to advocate for legislative opportunities that benefit San Marcos. The existing Business Process Director / City Clerk incumbent will be reclassified to lead these efforts effectively.

Finance Department Updates

To further strengthen financial management and operational oversight, two new classifications have been added: Budget & Analysis Manager (Grade 322) and Contract and Procurement Officer (Grade 319). These positions reinforce the importance of centralized budget oversight and procurement processes across City operations. By reclassifying current incumbents, the City is expanding its strategic approach to financial management, improving accountability, streamlining operations, and supporting long-term fiscal sustainability.

Operations-Focused Updates

To enhance efficiency in critical operational areas, two additional classifications have been introduced: Watershed Administrator (Grade 318) and Senior Public Works Coordinator (Grade 617). These positions ensure that operational divisions are appropriately staffed, and responsibilities are effectively distributed, improving internal efficiencies and strengthening the City’s ability to maintain essential infrastructure and environmental stewardship.

Environmental Review

This action does not constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c)(3).

Fiscal Impact

The action of adopting an updated Classification and Compensation schedule does not create a fiscal impact. The purpose of this update to the City’s Classification and Compensation schedule is to add new positions to existing pay grades and to add a new position to a new pay grade. When a department works with the Human Resources department regarding hiring, promotions and/or reclassifications into a new position added to the schedule, approval is required to ensure that appropriate budget is available to move forward with the proposed employment action or an additional request for budget appropriations will be made to facilitate the request.
