Executive Summary
Community Facilities District No. 2011-01 (Congestion Management) was formed by City Council approval pursuant to the provisions of the Mello-Roos Community Facilities Act of 1982. The purpose of CFD No. 2011-01 is to mitigate the impacts of development on transit service, traffic congestion and air quality. The owners of the property listed below have consented and elected to annex into CFD No. 2011-01.
Discussion
Prior to the issuance of a building permit, or as a condition of a director’s permit, the owner(s) of the properties listed below was required to mitigate their traffic impacts by either paying an in lieu fee or by annexing into CFD No. 2011-01. The property owner(s) have chosen to annex their respective properties into CFD No. 2011-01, and the qualified elector(s) have approved such annexation by signing a “Consent and Waiver to Shortening of Time for Conducting a Special Election,” and casting a ballot in the affirmative that authorizes the levy of the CFD No. 2011-01 special tax on their respective properties. The attached resolution will certify the election results and annex said properties into CFD No. 2011-01.

The amount of the special tax to be levied against the parcel(s) was calculated in accordance with the CFD No. 2011-01 annexation policy City Council adopted on March 27, 2012.
An aerial property map for CFD No. 2011-01 - Annexation No. 33 is provided in Attachment 4. The Rate and Method of Apportionment of Special Tax for CFD No. 2011-01 is provided in Attachment 5. Information about current CFD No. 2011-01 special tax rates can be requested by contacting the CFD Administrator.

Not applicable.
Fiscal Impact
Approval of the attached resolution will result in no additional annual revenue for congestion management if the Village Serena Phase 2 project develops as planned since traffic generation for the proposed project is less than traffic generation for the project proposed to be demolished.
